California Coastkeeper Alliance’s Empowering the Homeless to Protect their Watershed Initiative pairs statewide and local programs to address the water quality and public health impacts of homeless encampments. The Initiative develops local programs to empower homeless communities living along the Russian and Santa Ana Rivers to manage the waste and debris associated with their camps, culminating in a statewide trash hotspot program that will require counties to identify and address watershed impacts from homeless encampments.
